
India Prime Bureau | Jaipur Rewards for Excellence, Action Against Negligence: Dr.IAS Samit Sharma Emphasising accountability, timely service delivery and measurable outcomes, Dr. Samit Sharma, IAS, Secretary and Registrar, Cooperative Department, Rajasthan, issued a strong message to officers across the state, stating that departmental presence alone is not enough and that real performance will be judged by how efficiently cooperative schemes reach beneficiaries within the prescribed timelines.
Addressing a state-level departmental review meeting through video conferencing from Nehru Sahkar Bhawan on Wednesday, Dr. Sharma announced that districts achieving outstanding performance would be recognised, while officers failing to meet departmental targets should be prepared for strict disciplinary action.
“Our objective is not merely attendance in offices but ensuring effective service delivery to the last person in the queue through coordinated efforts,” he said.
Major Decisions Taken
- Outstanding districts will be honoured based on performance.
- Negligence in achieving departmental targets will invite disciplinary action.
- Random test audits of cooperative institutions will be conducted across Rajasthan.
- Audit firms and departmental auditors failing to meet quality standards may be blacklisted.
- Time-bound completion of cooperative projects made mandatory.
- Legal matters, especially High Court cases, must be handled without delay.
Strict Action Ordered
Dr. Sharma directed strict disciplinary proceedings against Jyoti Saini, Executive Officer of the Sikar Central Cooperative Bank, for failing to submit a timely response in a contempt matter before the Rajasthan High Court.
Audit Quality Under Scanner
Calling audits the most reliable indicator of the financial health of cooperative institutions, Dr. Sharma said quality audits improve transparency and help detect financial irregularities at an early stage.
He announced statewide random test audits and warned that auditors delivering sub-standard work would face blacklisting and strict departmental action.
Performance Ranking Released
Under the Sahkar Se Samriddhi programme, the department released performance rankings based on Key Performance Indicators (KPIs).

- Revival and liquidation of inactive PACS
- Multi-purpose Dairy Cooperative Societies (M-DCS)
- Membership of NCOL, NCEL and BBSSL
Districts Asked to Accelerate Work
Districts including Alwar, Sawai Madhopur, Bharatpur, Pratapgarh, Kota, Dausa, Deeg and Ajmer were directed to speed up warehouse construction under the grain storage scheme.
Meanwhile, Kotputli-Behror, Bikaner, Bharatpur, Kota, Churu, Dholpur, Jhalawar, Dausa, Sirohi, Deeg, Jaisalmer, Udaipur and Banswara were instructed to establish Custom Hiring Centres before 20 July.
Expansion of Cooperative Network
Dr. Sharma also instructed Dungarpur, Jaisalmer, Bharatpur, Udaipur, Balotra, Deeg and Kuchaman to expedite the formation of M-PACS in uncovered Gram Panchayats to ensure wider access to cooperative schemes.

The review meeting was attended by Saurabh Swami, IAS, Managing Director of RAJFED and State Nodal Officer for Sahkar Se Samriddhi; Kartikeya Mishra, Additional Registrar (I); Sandeep Khandelwal, Additional Registrar (II); and other senior functional officers. District and divisional officers joined the meeting through video conferencing.
