
India Prime Bureau | Jaipur CM Bhajan Lal Sharma Scores Major Diplomatic Success as Rajasthan Becomes the First State in the World to Partner with the International Solar Alliance. Rajasthan created history in the clean energy sector on Wednesday, marking a milestone that is expected to influence the state’s economy, power infrastructure, and global investment prospects for years to come. Under the leadership of Chief Minister Bhajan Lal Sharma, Rajasthan has become the first state in India and the first sub-national government in the world to sign the Framework for Action – Advancing Clean Energy for Sustainable Development with the International Solar Alliance (ISA), an alliance representing 128 member countries.
The agreement was signed at the Chief Minister’s Residence in the presence of Chief Minister Bhajan Lal Sharma. Energy Secretary Aarti Dogra (IAS) signed the framework on behalf of the Government of Rajasthan, while Ashish Khanna, Director General of the International Solar Alliance, signed on behalf of ISA. The agreement is being viewed not merely as an MoU but as a long-term strategic roadmap that aligns Rajasthan’s energy policy with global clean energy standards.
CM Bhajan Lal Sharma’s Vision Drives Global Partnership
Building on Prime Minister Narendra Modi’s vision of “One Sun, One World, One Grid,” Chief Minister Bhajan Lal Sharma has consistently pursued policy-driven reforms aimed at transforming Rajasthan into a global renewable energy hub.
The state has already set an ambitious target of developing 125 GW of clean energy capacity by 2030 under the Rajasthan Integrated Clean Energy Policy. The partnership with ISA will provide international technical cooperation, global expertise, and investment support to help achieve this objective.
The Chief Minister emphasized that the state’s focus will now extend beyond solar power generation to include transmission, storage, distribution, and smart energy management, ensuring a more reliable and high-quality electricity supply for consumers.

Chief Secretary Assigned Direct Monitoring Role
During the review meeting, Chief Minister Bhajan Lal Sharma stressed that the agreement must translate into measurable outcomes on the ground. He directed Chief Secretary V. Srinivas to personally monitor the implementation of the PM Surya Ghar: Muft Bijli Yojana and ensure a target-oriented execution plan.
The Chief Minister also reviewed the progress of several flagship energy projects, including:
- PM-KUSUM Scheme
- Revamped Distribution Sector Scheme (RDSS)
- Battery Energy Storage Systems (BESS)
- Green Energy Corridor
- Monsoon power safety measures
- Uninterrupted electricity supply for households, industries, and farmers
The directions indicate the government’s focus on administrative accountability and continuous monitoring rather than limiting the initiative to policy announcements.
The presence of Rajasthan’s top bureaucratic leadership at the signing ceremony highlighted the strategic importance of the agreement. Chief Secretary V. Srinivas (IAS) has been entrusted by Chief Minister Bhajan Lal Sharma with the responsibility of regularly monitoring the implementation of the PM Surya Ghar: Muft Bijli Yojana and ensuring that the state’s clean energy targets are achieved within the stipulated timeline.
Additional Chief Secretary to the Chief Minister Akhil Arora (IAS) played a key coordinating role between the Chief Minister’s Office and various government departments to facilitate the state’s clean energy initiatives.
Principal Secretary, Finance Vaibhav Galriya (IAS) participated in discussions related to financing, investment planning, and long-term fiscal support required for Rajasthan’s ambitious energy transition programme.
A significant administrative role was played by Energy Secretary Aarti Dogra (IAS), who signed the Framework for Action on behalf of the Government of Rajasthan. She has been instrumental in steering the state’s energy transition strategy, coordinating policy reforms, and engaging with international institutions to bring the partnership with the International Solar Alliance to fruition.
The ceremony was also attended by senior officials of the Energy Department and the state’s power distribution companies. Minister of State (Independent Charge) for Energy Hiralal Nagar, along with officials from Jodhpur DISCOM and Ajmer DISCOM, joined the programme through video conferencing.
Aarti Dogra Leads Rajasthan’s Energy Transition Strategy
Energy Secretary Aarti Dogra (IAS) has played a central role in shaping Rajasthan’s clean energy transition. Apart from signing the agreement with ISA, she has been leading policy coordination, institutional reforms, and international engagement to strengthen the state’s renewable energy ecosystem.
Under her leadership, the Energy Department is advancing several major reforms, including Renewable Energy Integration, Battery Energy Storage Systems (BESS), the Green Energy Corridor, PM-KUSUM, PM Surya Ghar: Muft Bijli Yojana, power distribution reforms, and Smart Grid Modernization. With ISA’s technical support, these initiatives are expected to move forward in an integrated and globally benchmarked manner.
