India Prime Business Desk | Jaipur  Rajasthan Sets New Textile Growth Roadmap Rajasthan is accelerating its ambition to become one of India’s leading textile manufacturing and export hubs through a series of policy reforms and institutional initiatives aimed at boosting investment, exports, and employment.

Under the leadership of Chief Minister Bhajan Lal Sharma, the state government has adopted a sector-driven industrial strategy designed to strengthen manufacturing ecosystems and generate large-scale private sector jobs. As part of this vision, the Department of Industries and Commerce has already implemented nearly 15 sector-specific industrial policies, with textiles emerging as one of the government’s highest-priority sectors.

IAS-Led Administrative Push

The latest initiative is being driven by Industries and Commerce Commissioner Neelabh Saxena (IAS), who has announced the creation of Rajasthan’s first State-Level Dedicated Textile Cell to ensure the effective implementation of the Rajasthan Textile and Apparel Policy 2025.

According to Saxena, the specialised cell will act as a single coordination platform to promote textile investments, identify industrial bottlenecks, facilitate policy implementation, and strengthen the state’s textile ecosystem through continuous engagement with manufacturers, exporters, and industry associations.

The Textile Cell will undertake:

  • Regular field visits to industrial clusters.
  • Identification and resolution of industry challenges.
  • Interaction with textile entrepreneurs and exporters.
  • Study of leading textile hubs in India and abroad.
  • Participation in national and international textile exhibitions.
  • Collection and analysis of sector-wide industrial and export data.
  • Policy feedback for continuous improvement.

The department is also planning to organise a two-day Rajasthan Textile Summit in October 2026 to attract investors, technology providers, global buyers, and export-oriented industries.

Rajasthan Prepares Its First Textile Export Action Plan

In another major policy initiative, Rajasthan has prepared its first-ever State Textile Export Action Plan, along with district-level export strategies for 11 textile-focused districts.

The plan covers:

Champion Districts

  • Ajmer
  • Bhilwara
  • Jaipur
  • Banswara
  • Chittorgarh
  • Jodhpur
  • Kota

Aspirational Districts

  • Sri Ganganagar
  • Hanumangarh
  • Nagaur
  • Churu

The district-based strategy aligns local strengths with export opportunities and is expected to improve product competitiveness, logistics, market access, and value addition.

Textile Declared a Priority Sector

The Rajasthan Government has designated textiles as a Thrust Sector under the Rajasthan Investment Promotion Scheme (RIPS).

Industries investing in textile manufacturing, apparel production, technical textiles, and value-added products are eligible for additional incentives under the policy, reflecting the government’s commitment to creating an investment-friendly ecosystem.

Export Ambitions

India has set an ambitious national target of achieving US$100 billion in textile and apparel exports by 2030.

Supporting this national vision, Rajasthan has launched efforts to increase its textile exports by three to four times over the coming years.

According to the Department of Industries and Commerce:

  • Rajasthan’s total exports exceeded ₹97,171 crore during FY 2024–25.
  • Textile and allied products contributed approximately ₹13,500 crore, accounting for more than 13% of the state’s total exports.

Officials believe this share can increase significantly through policy support, technology adoption, export facilitation, and investment promotion.

Strong Resource Base

Rajasthan already enjoys several natural advantages in textile production.

The state contributes nearly 47% of India’s wool production, making it the country’s largest wool-producing state, while ranking fifth in cotton production.

The state is home to more than 1,800 textile and apparel units, ranging from traditional handicraft clusters to modern manufacturing facilities.

Globally recognised for hand-block printing, traditional textiles, and specialised fabrics, Rajasthan continues to strengthen its position as a major sourcing destination for domestic and international buyers.

Policy to Execution

The establishment of the Dedicated Textile Cell reflects the Rajasthan Government’s shift from policy formulation to institutional execution.

With Chief Minister Bhajan Lal Sharma providing the strategic vision and the Industries Department under Commissioner Neelabh Saxena (IAS) driving implementation, Rajasthan is positioning itself to become a globally competitive textile manufacturing and export destination while creating employment opportunities and attracting fresh investments across the state.
